While you will have 4G/LTE coverage when passing near villages and at the overnight stop in Pakbeng, the signal often drops to 3G or cuts off completely in the uninhabited stretches of the Mekong river. It is perfect for listening to music or messaging, but streaming movies might be difficult during the cruise.
